If you do decide to move forward with your inquiry, I would articulate the following: artificial limits on bureaucratic process are unfair to those with more balanced, nuanced need, and unfairly benefit those with more specific issues. For example, I might make one submission per month, but if I make the same submission every month, that would be less helpful than someone who made 12 different submissions in one month. I would therefore consider limiting the content of the submissions, but not their number.
